You can also play with core affinity and priority for the xrEngine.exe process setting it to High priority and de-selecting core 0. Since you have plenty of RAM, you should see almost no use of virtual memory which is even more crippling if you don't have an SSD. IMHO any standard hard drive cripples a modern CPU by bottlenecking how fast files can be fed into the machine.
An SSD will drop your load times to 45-50 seconds and reload times to about 5 seconds too. With 16GB of DDR, you also have the option of creating a RAM Drive which will run twice again as fast as an SSD. Every time new Alife comes online as you cross the map they all decide to take some action at once (draw their weapon walk, run, turn, fire, etc.) these surges in CPU drain cause stutter/lag. While some small processes are run on other threads, the bulk remain on thread zero maxing it out. The primary cause of stuttering is the first thread of your CPU bottlenecking.
